Two insurgents were captured: one of Country Email List them was disappeared and the other was exchanged for the old woman. The Country Email List implementation of the Peace Accords implied three necessary conditions for their fulfillment. The first was the approval of the constitutional reforms necessary to adjust the legal order and state Country Email List design to what was agreed upon. The second was the government's decision to invest political, administrative and financial resources to make the established changes a reality. The third was that the guerrilla groups, converted into a political party, managed to have enough strength to Country Email List promote the peace agenda from Congress and the Executive. None of these conditions was met. In Country Email List May 1999, after a complex negotiation in Congress, a popular consultation was held to approve the reforms established in the agreements. A coalition of business groups, Protestant denominations and conservative sectors mobilized against the reforms, particularly those referring to the Country Email List recognition of the Mayan, Xinca and Garífuna peoples. With a campaign of misinformation and fear, they managed to get a majority of voters to reject the reforms. With this, the possibilities of fulfilling the agreement were limited. For its part, the peace signatory government chose to promote a program of Country Email List neoliberal reforms that were contrary to the spirit and letter of the agreements.
